After downloading a zip file you may have to unblock it, so the .NET runtime permits loading assemblies extracted from that zip file.

This can only be done before extracting the archive.

  • Via the context menu, open the file's properties
  • Check the 'Unblock' checkbox
  • Confim with 'Ok' or 'Apply'
  • Only now you may extract the zip file and execute the application
